CDBG-CV (COVID-19 HARDSHIP ASSISTANCE)

The U.S. Department of Housing and Urban Development has allocated Community Development Block Grant Coronavirus (CDBG-CV) funds to St. Charles County. Funds are available to assist County residents experiencing financial hardship due to the COVID-19 Pandemic.

The CDBG-CV Public Services Program provides short-term rent, mortgage, and utility assistance to households facing foreclosure or eviction. The purpose of this program is to prevent housing dislocation and homelessness in St. Charles County. Food and household items assistance is also available in this program.

This assistance is available for residents of unincorporated St. Charles County as well as residents living in the municipalities of Cottleville, Lake Saint Louis, New Melle, St. Charles, St. Paul, St. Peters, Weldon Spring, and Wentzville.

The following agencies are under contract with the County to provide rent, utility, mortgage, food and household items assistance:

Funds were also made available for a Temporary Hotel/Motel Sheltering Program for the homeless. This program provides interim sheltering of homeless persons who are medically fragile or highly vulnerable, and for persons impacted by COVID-19 with support to secure permanent housing. The program is administered by the Community Council of St. Charles County’s Coordinated Entry Team.

CDBG-CV Small Business Assistance Program

St. Charles Urban County will offer financial support in the form of a grant for qualified small businesses working to prepare for, prevent and/or respond to COVID-19. The program is intended to assist businesses with 7-50 employees in expanding, remaining in operation, and retaining employees by providing funding for certain essential expenses. Funds are available as part of the U.S. Department of Housing & Urban Development’s (HUD) Community Development Block Grant (CDBG) portion of the Coronavirus Aid, Relief, and Economic Security (CARES) Act federal stimulus package.

The program will offer up to $10,000 to a qualifying small business applicant to cover business expenses including but not limited to employee wages, inventory costs, vendor and utility bills, rent/mortgage, technical assistance, updated HVAC systems, and small renovations. The relief is targeted specifically to help small businesses with a physical commercial location within the St. Charles Urban County. Funds cannot be used if business interruption insurance or other federal COVID assistance programs have been accepted and/or used for the requested purpose.

The St. Charles Urban County is a cooperative arrangement of the cities of St. Peters, St. Charles, Lake Saint Louis, Cottleville, Wentzville, Weldon Spring, New Melle, St. Paul, and unincorporated areas of St. Charles County to collectively receive CDBG funds directly from HUD.
