Public Comment Period: Proposed Post-Construction Stormwater Management Regulation

The St. Charles County Community Development Department is seeking comments on draft ordinance requirements and revisions and draft design criteria for post-construction stormwater management. The draft ordinance language can be found online and includes links to the proposed draft Design Criteria, Section 70 - Design Criteria & Guidelines for Post-Construction Stormwater Management.
The purpose of the additional regulatory requirements is to address and manage the volume, velocity, and quality of stormwater runoff from land altered by development prior to it being discharged into our natural waterways and waterbodies. St. Charles County currently has stormwater requirements to manage flow rate/flood control for larger storm events (rainfall > 3.5 in/24-hr.) and it requires the preservation of watercourse buffers, tree canopy, and other environmental conservation practices that promote the filtration and infiltration of stormwater. Under the new regulations, stormwater runoff from 90% of our storm events (rainfall < 1.14 in./24-hr.) will be required to be managed and treated for water quality (to reduce volume/pollution) and stream channel protection (to reduce erosion) in addition to the existing regulations. This will be accomplished with facilities that intercept and infiltrate, evaporate, filter, and/or slowly release stormwater back into the natural system. The proposed regulations will also allow St. Charles County to remain in compliance with the minimum requirements of the federal Clean Water Act and the State of Missouri’s MS4 Stormwater Discharge permit.

Those with a non-technical background may want to concentrate their review to the narrative sections in the Design Criteria that outline the program philosophy and methods to address stormwater management.
