More… Santa Cops is the St. Charles County Police Department's holiday giving program sponsored by the Pillman family and the Happiness for Harper Foundation. This program is for local families with children up to age 15 who are experiencing financial hardships. The Pillman family suffered the untimely loss of their beautiful baby girl, Harper, in 2018.
